Heat oil in a large pot over high heat. Sear the beef on all sides until deeply browned. Remove and set aside.
In the same pot, sauté onions and garlic until translucent. Add the sliced bell peppers and cook 5 minutes more.
Stir in canned tomatoes, cumin, salt and pepper. Mix all ingredients well.
Return beef to the pot with broth. Reduce heat to low, cover and simmer 60-75 minutes until beef is very tender.
Remove beef with a fork and shred it directly into the stew. The meat should fall apart easily. Simmer 5 minutes more.
