Boil the potatoes in salted water until they are tender. Drain well and set aside.
Heat oil in a large skillet. Add the onion and garlic, sauté until golden. Add the ground beef and cook until it loses its red color, stirring constantly. Season with salt and pepper.
In another skillet with hot oil, fry the potatoes until they are crispy and golden. Drain on absorbent paper.
Heat the cooked rice in a skillet with a little oil and salt. Mix well so the grains separate.
In the same skillet, fry the eggs one at a time until the whites are cooked but the yolks are still soft.
Place a portion of rice as a base on the plate, then the ground meat, fried potatoes and a fried egg on top. Serve with lime and crispy onions if desired.
