In a large pot, boil the beef with water, onion and garlic until tender, about 45 minutes.
Remove cooked beef and shred it with two forks into thin strips. Reserve the broth.
In a skillet with oil, sauté the onion and bell pepper until softened. Add garlic and cook 1 minute more.
Incorporate chopped tomato, cumin and bay leaf. Cook over medium heat for 5 minutes.
Add shredded beef to the sauce. Pour 1 cup of reserved broth and simmer over low heat for 15-20 minutes.
Taste and adjust with salt and pepper. The consistency should be juicy but not too brothy. Serve hot.
